Scott C. Stephens

Mr. Stephens has been employed in the environmental industry since 1989 and is currently the president of Lake Conroe Environmental Consultants, Inc. His environmental expertise has benefitted major corporations (Fortune 500 companies), private entities, as well as state and federally regulated facilities. His work experience includes hundreds of projects involving environmental assessments (Phase I ESAs) and corrective action (Phase II Subsurface Investigations) on commercial, industrial, and residential properties—most of which were regulated by state and federal authorities, such as the Texas Commission on Environmental Quality (TCEQ) and the Environmental Protection Agency (EPA).

His specific areas of expertise include:

Currently, Mr. Stephens is supervising corrective action on leaking petroleum storage tank facilities, TRRP sites, and the Railroad Commission of Texas-regulated facilities throughout the state of Texas. Under his leadership, LCE conducts microbial investigations in both residential and commercial buildings, including IAQ/mold testing and mold abatement protocol designs.

He is also certified by the American Indoor Air Quality (AmIAQ) Council as a mold remediation supervisor (CMRS) and licensed by the Texas Department of Health as a mold assessment consultant (License: MAC 0317). Mr. Stephens is a certified microbial consultant (CMC) and has practiced in the indoor air quality profession since 2001. Additionally, he is registered in Texas as a professional geoscientist (P.G. License: 6073).

Mr. Mckinnies is a cum laude graduate of the University of Houston and a Terry Foundation Scholarship recipient. He has been employed in the environmental industry since 2018 and has worked on projects involving environmental assessments and corrective action on commercial, residential and industrial properties. Mr. Mckinnies has used his knowledge and expertise to coordinate between clients (major corporations and/or private entities) and state and federal regulatory agencies; such as Texas
Commission on Environmental Quality (TCEQ), the Texas Railroad Commission (TRRC), and the Environmental Protection Agency (EPA)
